Riyadh seeks firms for independent water schemes

Saudi Water Partnership Company is preparing to procure additional independent water desalination, treatment, storage and transmission pipeline facilities

Saudi Water Partnership Company (SWPC) has invited firms to express interest by 16 February for the provision of supervisory consultancy services for its upcoming projects.

The planned projects include water desalination and sewage treatment plants and strategic storage tanks and transmission pipelines.

SWPC is currently undertaking procurement for several independent water-related packages in Saudi Arabia.

Earlier this month, it invited firms to express interest by 4 February for the second batch of the kingdom’s planned independent sewage treatment plants (ISTPs).

The batch 2 ISTPs will include:

  • Buraydah 2 ISTP – capacity of 100,000 to 150,000 cubic metres a day (cm/d)
  • Medina 3 ISTP – 200,000 cm/d to 375,000 cm/d
  • Tabuk 2 ISTP – 90,000 cm/d

In May, the client appointed the local SMBC as financial and lead adviser, and UK firms DLA Piper and Atkins as legal and technical advisers, respectively, for the second batch of ISTPs.

SWPC has also recently invited prequalified developers to bid by 17 May for the contract to develop the Jubail 3B independent water project (IWP).

The planned Jubail 3B project will have a capacity of 570,000 cm/d and is expected to enter commercial operation in the second quarter of 2023.

SWPC, formerly Water Electricity Company (WEC), had prequalified 10 developers to participate in the tender for the Jubail 3A and Jubail 3B IWP projects.

The prequalified groups are:

  • Acwa Power (local)
  • FCC Aqualia (Spain) / Haji Abdullah Alireza & Company (local) / Alfanar (local)
  • Cobra Instalaciones Y Servicios (Spain)
  • Engie (France)
  • Malakoff International (Malaysia)
  • Marubeni (Japan) / Marafiq (local)
  • Mitsubishi (Japan)
  • Suez Groupe (France)
  • Veolia (France)
  • Utico (UAE)

In December, SWPC received four bids for the Jubail 3A IWP.

The bidders are:

  • Acwa Power (local) / Gulf Investment (Kuwait) / Al-Bawani (local)
  • FCC Aqualia (Spain) / Haji Abdullah Alireza (local) / Alfanar (local)
  • Marubeni (Japan) / Marafiq (local)
  • Utico (UAE)

The client had earlier set a target of shortlisting developers by 15 January 2020, and aims to sign project agreements by 1 March with financial close set for 1 June. The project is due to be fully operational by 30 December 2022.

The proposed Jubail 3A plant will have a capacity of 600,000 cm/d.

In December, SWPC received bids for the transaction advisory role for the planned 12 small sewage treatment plant (SSTP) projects across Saudi Arabia.
